Read users of underlying organisations with a top level API key
An API key is scoped to the organisation it belongs to, so building an overview across a group of organisations means juggling one key per organisation.
A key at the top level will be able to call the user GET endpoints of the organisations beneath it. It stays configurable on the key itself, so you decide which keys get that wider scope.
